Designing for the Snowiest Corner of the County

Pool contractors in Damascus need to think about winter more than builders closer to D.C. Damascus is the northernmost community in Montgomery County and gets the highest snowfall in the county, around 32 inches a year on average. Damascus proper sits on a local high point of about 847 feet on Parr's Ridge, a low shale ridge roughly 300 feet above the surrounding Piedmont. A pool that will sit full of water through that kind of winter has to be built and closed with freeze-thaw in mind.

Built below the frost line

Montgomery County's residential design parameters list a 30-inch frost depth, a 13°F winter design temperature and a "severe" weathering rating. For a pool, that guides several choices:

  • Footings and pads for fences, equipment and attached structures set to the county frost depth
  • Deck materials rated for freeze-thaw, such as quality pavers, natural stone or well-jointed concrete
  • Plumbing layout that can be fully blown out and drained at closing
  • Coping and tile chosen to handle repeated freezing at the waterline
  • Covers chosen and maintained with the county's 30 psf ground snow load design value in mind

A short season, used well

The warm season in this part of Maryland runs roughly late May to mid-September, and Damascus, higher and colder than the southern county, can feel it start later and end sooner. That is a strong case for adding a spa or hot tub. A heated spa attached to the pool or set on its own pad stretches swimming weather into fall and makes winter evenings worth going outside. DPS does not require the 60-inch barrier for a spa that has a lockable cover.

Owners who build for the long term

Census estimates for 2020 to 2024 show 90.1% of Damascus homes are owner-occupied, with 2.99 people per household and 90.4% of residents in the same house a year earlier. The 2020 Census counted 17,224 residents, up 12.9% from 2010. For homeowners staying that long, a gunite pool with a durable interior finish, or a fiberglass shell with a smooth, low-maintenance surface, both make sense. We explain the trade-offs in plain terms.

Permits and inspections

Every pool deeper than 24 inches or with circulating equipment needs a county building permit and a separate electrical permit pulled by an electrician. DPS reviews a site plan for setbacks and inspects an inground pool three times. Before excavation, Maryland law requires a Miss Utility request at least 3 full business days and no more than 12 business days ahead.

Closing the pool each fall

Winterizing is a bigger deal here than in most of the county. We show you how to lower the water level, clear the lines, protect the equipment and secure the cover, or schedule a closing visit. Call (301) 579-8750 or request a written quote with

Damascus Questions

Will a Damascus winter damage an inground pool?

Not if it is built and closed correctly. The main risks are water freezing in lines and equipment and freeze-thaw on decks and coping. We design plumbing that can be fully cleared and use materials suited to the county's severe weathering rating.

Should I add a heated spa in Damascus?

It is one of the best upgrades here. The swim season is short at this elevation, and a heated spa adds useful months on both ends. It needs electrical work and a lockable cover but not a 60-inch barrier under DPS rules.

When should I start planning a Damascus pool?

Fall or early winter is ideal. That leaves time for design, county permits and the Miss Utility locate, so excavation can begin as soon as the ground and weather allow in spring.

Is gunite or fiberglass better in a cold area?

Both are used in cold climates. Gunite gives full design freedom and can be resurfaced; fiberglass installs faster and has a smooth finish. Either way, proper closing each fall matters more than the shell type.
