The First Pool on a Boom-Era Lot
Most calls to pool contractors in Germantown come from owners adding the first pool the property has ever had. That follows from how the area grew. Germantown had 9,721 residents in 1980 and 41,145 in 1990, a jump of more than 300% in ten years, and passed 91,000 by 2020. A sewer line finished in 1974 opened the way for that building. The result is thousands of single-family homes and townhouses, many now 30 to 45 years old, with yards that were seeded and fenced but never dug up for a pool.
Villages with their own character
Germantown's master planning, begun in 1967 and amended in 1974, divided the area into a downtown and six villages: Gunners Lake, Kingsview, Churchill, Middlebrook, Clopper's Mill and Neelsville. The 1974 plan gave each its own schools, shopping and public facilities. Many subdivisions inside those villages have homeowners associations, and some limit fence styles, equipment placement or visible structures. Germantown has no city government, so the pool permit itself goes through Montgomery County, but the HOA can still require its own approval. We prepare plans that work for both.
What the county inspects, in order
Montgomery County DPS has described three inspections for a typical inground pool: 1. After excavation and steel: the inspector checks the electrical bonding of the rebar before concrete goes in. 2. Deck bonding: metal within five feet of the water's edge must be bonded, so the grid under a concrete or paver deck is checked before it is covered. 3. Final: the pool is full, equipment is running, and the inspector checks water flow, motor bonding, nearby outlets and the barrier.
Water generally goes in at the final stage. The exception DPS mentions is a fiberglass shell in an area with a high water table, which may be filled early to anchor it. We schedule each inspection and keep the job ready for it, so the inspector does not have to come back.
Fiberglass or gunite?
Both are common on Germantown lots, and the right choice depends on the yard:
- Fiberglass shells arrive finished and install faster. They need truck or crane access and a yard that fits a standard shape.
- Gunite is shaped on site, so it fits curves, odd lot lines and slopes, and the finish can be changed when you resurface.
- Spas can attach to either. Alone, a spa needs a lockable cover rather than a 60-inch barrier.
- Decks and patios tie it together, and their bonding is part of inspection two.
Owners and townhouses
About 67.2% of Germantown homes are owner-occupied, Census estimates show, and 88.7% of residents lived in the same house a year earlier. Townhouse yards are often too small for an inground pool once setbacks are drawn. For those owners, a spa on a patio may be the realistic project. On detached lots, a mid-size pool usually fits. We tell you which side of that line your yard falls on during the first visit.
Draining and stormwater
When a pool is drained for repairs or resurfacing, county guidelines cap chlorine at 0.1 ppm and pH between 6 and 9. With the many storm drains in Germantown's subdivisions, we plan where the water goes before the pump starts.

Germantown Growth and Housing
- A boom in the 1980s. Germantown grew from 9,721 residents in 1980 to 41,145 in 1990, a 323.3% increase, after a sewer line completed in 1974 opened the area to development. Its 2020 population was 91,249.
- Six planned villages. Germantown's plans, begun in 1967 and amended in 1974, split it into a downtown and six villages: Gunners Lake, Kingsview, Churchill, Middlebrook, Clopper's Mill and Neelsville, each with its own schools and shopping.
- Three pool inspections. Montgomery County DPS describes three inspections for a typical inground pool: rebar bonding after excavation, deck bonding for metal within five feet of the water, and a final with the pool filled and running.
- County-governed, owner-heavy. Germantown is unincorporated with no mayor or council, so the county handles permits. Census estimates for 2020 to 2024 show a 67.2% owner-occupied rate and 2.85 persons per household.

Germantown Questions
Who issues pool permits in Germantown?
Montgomery County. Germantown is unincorporated and has no city government, so the building permit and the separate electrical permit come from county DPS. Your HOA may still have its own approval step.
Can a Germantown townhouse yard fit an inground pool?
Usually not once setbacks and the 60-inch barrier are drawn in, though a few end units with larger yards might. A spa on a patio is often the practical option. We measure your yard and tell you straight.
Why can't we fill the pool as soon as the shell is done?
The county inspects the rebar bonding and the deck bonding before the final, and DPS says water generally should not go in until the final stage. Fiberglass in a high water table is the main exception, because water helps hold the shell in place.
How long does a pool take from permit to swimming?
It depends on permit review, weather and the type of pool. Fiberglass usually installs faster than gunite. We give you a written schedule with the three inspections marked once the permit is issued.
